is there a way to make a PAL ISO File in to a NTSC ISO File

There is ... but it's usually not worth the effort.

Playing PAL in NTSC-land was extremely difficult in the 80s/90s (VHS), and costly.
It was not-fun in the 2000s.
But in the 2010s, almost everything plays PAL, in some form.

That ISO would play with zero problems using the WDTV Live from eBay.
$60 refurb from grassroots-computers.

There are also several ways to convert PAL to NTSC -- and most of them look bad. It takes careful Avisynth scripting to do a good job.

Computers play PAL without issues as well.

i want to be able to watch the file as a dvd in my dvd player BUT it will not play pal discs

It'll take most of a day to do.

There are several methods.

The Avisynth method is better, slower, and not something I can help with right now. And it only applies to video, not audio; you still need the guide for that.

thanks for the info BUT i got so lost reading the how to it just made my head hurt
i also don't have all 8 programs it said you needed to do it so i will just give up
