i'm not an expert at this, so take my advice with a pinch of salt.

tmpgenc xpress can do what you want.

there is an option to "resize" the video.
sort of physically stretch / skew the video to be widescreen.

there is also an option to simply have "black bars" over your video source.
sort of cropping or hiding parts of the video.

the re-encoding could take a long time.
in the region of several hours.
all depending on the runtime of your video and your hardware.
this is a big "number crunching" activity and the speedier your cpu, the quicker the results.

i am not expert enough to say whether tmpgenc xpress' final output is a "great" one or not - ie whether it trashes the output, killing bitrates, adding noise etc.

you'll have to try and see for yourself.

what i can say is that i have done a bit of tweaking with tmpgenc xpress for my own recordings and i'm happy with the output it delivers.

one final point, and i'm sure you've thought of this yourself, test things out with a small sample first, say like a 1 minute clip.

i've made the mistake of re-doing an entire 45 minute tv show only to find out the end result wasn't what i wanted.

argh!
wasted 2 or 3 hours rather than 10 minutes.
stupid stupid boy. never learn do i?!

sorry, made a mistake with my earlier post.

just re-read your post.
you want to REMOVE the black bars.

well, tmpgenc xpress can do this.

there is an option to "cut off" areas of the video, whether just the black bars or into the "picture area" as well.

again, this is very cpu intensive.
the faster your cpu, the faster the output.

and again, do a test run on a small clip.

hope this helps.

what is the file?

it is stupid when they do this. they take a 16:9 convert it to 4:3 widescreen aka Windowboxing then people want to convert it back. they should just leave it at 16:9

this is what u got right?
