Does the flying erase head make a difference in picture quality, when transfering vhs to dvd?

No.

Ever seen red/blue yuck scroll down at the beginning of a homemade recording? That was caused by NOT having a flying erase head.

It's just for recording.

one has 19 Micron Heads
the other
DA-4 Head system

Pepe, they both suck.
They are better than standard VHS units, but not
the same class of JVC machines most of us refer to.

19 micron is to help EP mode look better.
4 head is ALWAYS what you want. But both should be 4-head.
