How to Remaster a DVD to improve video quality?
 
so i want to remaster a dvd i have to improve the video quality
i know movie studios do this is there a way i can do it

It really depends on what sort of error exist. I'd need to see a sample.

Yes, many times, you can improve the quality with careful filtering in tools like VirtualDub and Avisynth.
