Guide: How to properly convert from PAL to NTSC

Although many of you should not be converting PAL to NTSC, I know it goes on. If you're going to do it, at least do it properly, follow this guide. A lot of the conversions I've seen from some of our members here are awful, using cheap/sloppy methods. Ya'll can do better now, I've created detailed instructions that should be easy to follow.
