The sexiest female cartoons were always one-offs, like the female kitten in Tom & Jerry in that zoot suit episode. Or the kittens in Top Cat. Or the rabbit in Bugs Bunny. Isn't it odd how they're always animals?
Characters like Betty Rubble and even Cheetara, while feminine in design (maybe even more than was needed), they did their best to make the character fairly sexless. A character like Lois off Family Guy is too much of a MILF (and was designed as such, by the way).
The Japanese were really the pioneers in sexy animated women. Take a look at some of the Princess in Golion (Voltron to us), or Lynn Minmei and Misa Hayase (Lisa Hayes) in Macross (Robotech to us).
Batgirl in Batman TAS was pretty good. But that's more modern. Maybe Rogue in X-MEN (but not too much, regardless of the DD-cup art style).
Smurfette was a real vixen, in her own way.
So was Chleo from Heathcliff (Catillac Cats character).
It's actually a quite valid conversation, once you remove the male horniness from the picture. Just a conversation of how "clean" cartoons have been, even when drawn like sexpots, is an interesting one.
