Superman II RIC was just using what had been released worldwide in various forms, a fan project. The new Superman II: Richard Donner Cut is being released on DVD in November. It will restore all Donner footage shot, including unreleased vault footage (like that of Jor-El), and will add new scenes using screen test footage, digital additions, and newly shot footage (mostly for continuity). Remember than Donner shot about 70-80% of the film, but only maybe 10-20% was actually used in the crappy version made by the other director who took over when Donner was fired/quit.
