Going by a horrible memory but I think just windows movie maker, not sure if you can make it into a dvd from there though, you can save it as mpeg and use something like dvd lab or something of that nature to make it into a dvd maybe, I may be wrong though, not sure, sorry if I am.

I usually turn my images into a video, with dual audio tracks. One track is music, the other track is narration, telling what photos are. I use Adobe Premiere for the image to video work, dropping images onto the timeline one by one, as well as creating the music track. I would then author a silent DVD onto RW media, and then play it, while I talk into an audio recorder. Then I go back, put the audio on the computer, and using DVD Workshop or DVD Studio Pro, create the final DVD.
