ConvertXToDVD is the best that I've found. It is offer by VSO.

What's with all the AVI posts lately?

The best method to convert video to MPEG (DVD format) is to use an MPEG encoder like TMPGEnc or MainConcept. Then carefully author a nice DVD menu and make a set.
